You are right I can't find how they will survive ..

Tsunade had very heavy injury ( no legs)
Raikage is useless with only one arm
Oniko is so old and it's time for him to rest in peace

Mei and garaa are still young and the life is still up head to them
So apparently they should survive

But may as well answer.
Kazekage - No clue. Either Kankuro or Temari, but leaning towards the prior since he's more skilled.
Raikage - Most likely going to be Darui. It's obvious.
Hokage - Naruto or Kakashi. Naruto because he's immensely powerful and Kakashi because he's intelligent.
Mizukage - Leaning towards Chojuro on this one since Ao is without a shadow of a doubt dead unless plot-no jutsu.
Tsuchikage - Probably would be Kurutsuchi's father, the Rock village general with the mountain jutsu based on power and strong will.

And because I saw this in an above comment, I want to point out they're not dead. Tsunade is a Senju and an Uzumaki and still lives with the ability to heal all the Kage. So until Kishi confirms them dead, which he shouldn't, they're still alive and well.

Since this is fantasy I am going wild with these...

Kazekage: unknown... no one good enough. someone with Scorch Release (because it's awesome) and who excels in using toxic gas with wind ninjitsu
Mizukage: Sungetsu who has mastered both Ladio and form manipulation and learned how to make multiple Steaming Danger Tyranny clones
Raikage: Bee/w shamedia and KM fused together and has combined his rap style with the Treasured Tools of the Sage of the Six Paths
Tsuchikage: Kurotsuchi- Mastered 2 kegi-genki Lava style and Wood style, would be cool if two techs worked off one another to become more powerful
Hokage: Sasuke (if he turned good) NO RINNIGAN! Mastered Izanami w/o eye loss, Blaze Release played more of a part in his Fire release jitsu. Spammed Kirin, Amaterasu, Susanoo and made a variant of Oro's curse mark a.k.a. "Sage Mode".

I think after the war, there will be a massive disarmament trend in the naruto world. Downsized shinobi numbers means less emphasis on formal shinobi villages. An "allied" shinobi force is an allusion to a less combat oriented world. Sure, someone will still preserve shinobi teachings, but less of a practical usage of actual kages. Not sure the office of "kage" will be around for much longer

would be nice. But that is like saying because Western Europe is in the EU there will not be any armies for each country and that each country would not EVER go to war with one another agian. In addition that massive disarmament trend was actually happening naturally and is exactly what Obito saw and exploited. a.k.a. he created akaski so that other nations could hire them for their own reasons and that they would not have to keep up with training a highly skilled army because there was less and less conflict which meant that the cost goes up.... economy... lol.
