This is merely one way of interpreting it. Here's the other. (bolding so you know my key points)
Notice that they mention it specifically being inherited by Haruma from Kaguya, and then it states that, skipping generations, The Hyuga inherited it via genetic throwback. Then it mentions how Haruma sealed his decendant's eyes.
2 reasons why to think Hyugas are still Haruma's decendants
1. They were mentioned right after Haruma, and made no distinction to being of a different lineage. In fact, they talk about generations right after Haruma, implying they are of his lineage.
2. It mentions that it skipped generations. Therefore, implying that for generations, there was no byakugan. This fits with the fact that Haruma sealed the eyes of his descendants. This means that, eventually, the Ootsutsuki that would become the Hyuga reclaimed the Byakugan via genetic throwback.
Basically, bad interpretation. Plus, it makes more sense if the Hyuga are from Ootutsuki that came to earth. Regardless, a big selling point is the relationship of Hyuga and Ootsutsuki, so the explanation will probably be in the movie. Hyuga being Haruma's descendants are hardly ruled out.
Hamura's descendants all the way down to Toneri don't have eyes at all. Therefore hyuugas can't be hamura's descenants
