The technique is top 1/2 in NV, but kakashi isnt.
I agree if enemy has no info and dares to show his face, aside from obito no1 will survive it.
With info however its easy to counter, clones in advance or any sight blocking technique, even an object in line of sight will counter it.

Narutos chakra reset his chakra and even made it 3 times better. The cloak is simply not showing.

And yet when he fails (like in todays chapter and when against Obito) he's in trouble and has used about 1/3 of his chakra in one go like a fool. He's like a drinking lightweight trying to do Whiskey shots.
