1.Yep it is a continuation of the movies(you can check the spoilers and that would be enough)
2. No news on that but considering DBZ popularity it might be the case.

Checked the links you provided above."Dragon Ball : Ultra" seems more fitting.So this is going to be after Majinbuu saga.Then the GT is officially fodder Anime.Toriyama said he will give the draft and plot to the Anime.So it is officially canon.I hope it would be the story driven plot this time.

Hm, it follows Revival of F. I suppose it will be it's sequel.

So, Toriyama will continue with
- this new Super Saiyan thing. In the film, both Vegeta and Goku achive Super Saiyan God Super Saiyan form, so I suppose we will have Super Saiyan God Super Saiyan 2 and Super Saiyan God Super Saiyan 3.
- by the end of DBZ, Z fighters outside of Saiyans (and Piccolo) were literally written off, it's very likely that in the folowing series Half Saiyans (and Piccolo) will be written off.

I didn't like idea of new Super Saiyans forms even in the film, but films feels nolstagic, I think he overdoit this time. I don't see this as being any better than GT. -.-

They should focus on a plot-driven Future Trunks spin-off.

I agree 100%. A lot of characters in the series didn't got backstory.

It would be hell out of story if Toriyama focused on giving Android 18, Android 17, Ginyu Force, Frieza's elites, Future Trunks' backstories.

That was the highlight of the series. Vegeta was its best character, and that was its best moment. The series could have ended there perfectly(for its standards), but it was dragged out afterwards. Majin Vegeta was the best part of the Buu Saga.
