This can be interpreted in several ways.

I think that when he said " In new forms and with new names" he meant bonded with Jinchuuriki.

And "unlike when you were inside me, you will be led down the right path" because the Sage surpressed the Juubi and probably never used his power, so having a jinchuuriki who could led the bijuu down the right path of peace could be what he meant.

Not making new Bijuu. They're too attached to Naruto now, and Naruto is too attached to them to change their existence.

The jutsu that Hashirama taught Sasuke must have something to do with it, along with Hiruzen...he must have some kind of understanding on what to do in this situation..i mean he was praised for being a ninja who knew a whole lot of jutsu's...then there's Gaara who was told by Shukaku something that could save Naruto....

so there is sufficient instances that could lead to a new bijuu.....

"... learn what true strength is" = Naruto's Will of Fire, essentially. It's not about "power", per say; the Bijuu/Juubi were already familiar with being an ultimate power.
