It hasn't had nearly as large a transition in order for it to qualify as a different arc. For all intents and purposes, they are still in the same location and the enemy has remained the same.

Doesn't need to be a real transition for the arc to change, if the conflict is different the arc changes, same in DBZ

It does make it the same, the only thing what makes somewhat differs is what makes the objection completed, but regardless they're still fighting in "War" still trying to prevent the I.T. since from the very start of the war arc.

No that arc was entirely different, this is all about sasuke driving into darkness trying to attempt to kill Danzo, while the Kages are in negotiation, while tobi made some confrontation to Naruto and Kage with peace treaty talk while danzo is trying to gain some candidate

Once after tobi declare the war, the 5 kages assemble into the shinobi alliance. Once gaara made his speech and tobi and Kabuto alliance, this is when the whole war arc started.
