4: Pein - Pure powerhouse
5: Kabuto (War Arc) - Powerful ninja who's hard to kill
6: Anko - Every group needs a chick, and she's my favorite chick.
7: Sasori - Very capable Suna Ninja
8: Deidara: Powerful long ranged fighter
9: Shishui - Genjutsu master
10: Gai - One of the greatest Taijutsu fighters

I would pair them up like this:



Group one: Darui and Shishui - I think they'd make an interesting team.
Group two: Gai and Kisame - Everyone needs a rival!
Group Three: Sasori and Deidara - If it ain't broke...
Group Four: Anko and Kabuto - Both served Orochimaru. . . Kinda.
Group five: Pein and Tobi.

People Are using dead people so here I go

1. Tobi - had to/ Sharingan and Rinnegan
2. Kabuto - War arc, totally a badass
3. Pein - Rinnegan and shit, need to say less?\
4. Shishu - Genjutsu, body flicker
5. Gai - best taijutsu user in my opinion, and many others
6. Sasuke - Amaretsu/Susanno other reasons
7. Sansori - Master puppeteer, I want to see more of him
8. Kakashi - Skilled and renowned ninja, Sharingan, "Obito's other half"
9. Hidan - Practically Immortal
10: Durai - Black Lightning/ Storm Release is cool
