So a white haired Uchiha with slicked back hair? Hmmm...who does this remind you of....oh yeah Hidan! Hidan's Akatsuki worships Jashin and thus had the typical Jashinist style, that's why a supposed Uchiha bleached his hair and slicked it back in such a way. Hidan had returned, he is the sole remaining member of the original Akatsuki in order to bring havok to the now peaceful world that disgusts him just as his home village did in his backstory. His home village once was violent but became peaceful so he killed all his neighbors so now he's back to kill everyone because everyone is peaceful now. Makes perfect sense.

If Sharingans can have random powers they unlock so can Jashin worshippers. Kishimoto said himself that there were more curse powers Hidan had he never got to show off. Maybe after praying all these years Jashin decided to give his last worshipper super powers.
