Why did Jiraiya teach Naruto summoning during the Chunin Exams? Why not Rasengan?

But...none of those make sense. How is Rasengan on a higher tier than the summoning Jutsu? I mean, the summoning Jutsu shows that Naruto is Jiraiya's apprentice, worthy or not.

Jiraiya's main focus was getting Naruto to utilize the Kyuubi chakra.

Being able to summon Gamabunta, means being able to draw upon the Kyuubi chakra.

Also, if Naruto learned Rasengan instead of the Summoning Jutsu he would have died against Gaara.

Summoning was a way to force Naruto to intentionally access the kyuubi's chakra, his greatest untapped asset.
Rasengan was about chakra control.

It was for Chakra control and to set up Naruto's relationship with the Toads.He also wanted to teach him how to control the Kyuubi's chakra.Inorder to control it he would need good chakra control.The Rasengan would awhile to learn.He figured 1 month wouldn't be enough time to learn it considering it took Minato 3 years.

Naruto had huge chakra reserves [Being Uzumaki and Jinchurikii] and he had to learn how to use it in a way according to his fighting style..

Jiraiya also wanted him to learn 'Sage mode' and succeed his predecessors [This was a step towards it]
