By Neutralizing Jutsu (Technique), they mean the seal that stop the Edo Tensei of the Fourth Hokage during the Sound and Sand Invasion Arc. It was explained by Kabuto that the Fourth Hokage was unable to be summoned due to being sealed within the Death God stomach.

Fans of Hurizen believed that he had a technique the could halt the Edo Tensei summoned Foruth Hokage before Orochimaru could control him.

I agree as well, as Fans of Hurizen believed that the combined efforts off each or all of the elemental nature affinities could be used to neutralized any attack thrown at Hurizen. This could include Kekkei Genkai.
