the reason why "Neji" is acting as a spy is because he isn't really Neji lols Zetsu is capable of cloning people with its Zetsu's Clone Technique down to their chakara My theory is that Neji was somehow defeated by Zetsu and Zetsu managed to make a clone of Neji, that is how he made an easy infiltration because their chakra identification technique allows them to tell who is in thir alliance Zetsu was able to trick them and enter as a spy/assassin WHAT DO YOU GUYS THINK

I don't think Neji is trying to get revenge because he was searching for Sakura , which means he is searching for medical ninjas to finish them off so if he was getting revenge on Kumogakure why would he want to kill all that unrelated ninjas?
It must be Zetsu's doing or something similar.

if u read one of the chapter and i forgot which one but zetsu had grab neji and neji had broke free so i think that zetsu had make a clone of neji and now is on a killin spree
