it would b awesome if he ovcud do shadow clone jutsu but i have never seen most clan memebers do dat before

Individuals of a clan may not become legendary, but the clans clearly are. It is the strongest of each clan that can become legendary. Think of what Kimimaro could of become if not for disease and Orochimaru. Akatsuki is made up of many abnormal people who are all S-class or above criminals.
I also don't know of many Uchiha that copy jutsu, or demonstrate it. I base this on the limited knowledge I've gathered, and I'm quite possibly wrong. Sasuke did capture Lee's taijutsu but with Kakashi teaching him how. Itachi mainly used Sharingan genjutsu and Kaiton (spelling) attacks, and he was one of the strongest ever.
It's possible that they don't master regular ninjutsu because their own techniques are equally sufficient in ability and in difficulty to master. They'd probably be pretty over-powered otherwise. Imagine Itachi clones or a Hyuuga with a shadow clone to watch his blind spot.

that's not quite correct, he used lee's Kage Buyo (Shadow of the Dancing Leaf) before he got his special training by kakashi. kakashi's training mainly makes him faster.
itachi uses kagebunshin several times, especially in genjutsus, but also in reality (explosive clones)
as we saw with kakashi (Rasengan), sharingan-users seem to be able to copy nearly every jutsu, but rarely use this ability. i think with neji it's the same, he wants to develop his own fighting style, using his own jutsus.
btw., isnt the wind-distance-attack he uses in the gaar-arc a new one? so he already has a new jutsu, which is more than most other characters learned in these three years.

My point was that in order to become legendary you have to quit relying on your clans abilities.

i dont know if they really have to learn elements wat i have learned from his byakugaun is dat he knows what elements are in oppents chakra so he will do pretty gud in a team with
