I thouroughly enjoyed him in part 1(he had some great character development), but he's become pretty bland and irrelevant since part 2 started.

I think Kishi made him as one of the obstacles that Naruto had to pass. Without Neji to fight, he probably wouldn't have gotten praise from all the leaders and such.

Neji hasn't recieved any attention since the Sasuke retrieval arc. I mean Kishi's nicest move was mention he is already a Jonin level shinobi, but that's it. He changed as you csn tell by the end of part one (probably after his talk with Hisashi). He was origionally a prick, but now he has changed to one more respectable although typically serious in nature!
