Tenseigan depends on the wielder's strength. Neji wouldn't skyrocket to Toneri's level just by retrieving the Tenseigan.

We already saw how kyuubi chakra augments hinata, and how staggeringly different war kakashi's kamui is to dms kakashi.

We already saw the difference in power between base and rikudo naruto's rasengan. So why would rotation be any different?

well , they are not ranked all right , but they are still hard techniques to learn , and Neji learned them through Observation alone , he had no one to train him

tsb 'strength' comes from its immunity to anything but sage attacks. It was already matched by obito's tsb:

I have to admit to not understanding it's abilities too well but the space distortion alone would literally prevent a Hyuuga rotation. SM relates to Byakugan?

Whilst I think Lee deserves the win and i'm curious to argue his side, I actually hesitate because of the Hamura Statue and the implications of having the strongest single 'summon' type diversion in the series.

possibly. It would be weaker than kaguya's for sure, but so is EE.

That means he's talented, but the techniques you have at your disposal don't correlate with power. A technique's efficacy is highly dependent on the wielder's skill and potency which was elaborated in Itahci vs. Sasuke. Neji's intuitive, but he's still severely lacking in power presumably.
