Vacuum palm is a simple high speed palm thrust , the hyuga fighting stance compliments it by keeping both arms elevated and ready for quick thrusts.
Tho Sasuke would anticipate the quick muscle movement it doesn't mean it wouldn't hit him if close enough.
Vacuum palms speed seems mostly dependant on the striking/thrust speed of the user meaning neji can launch a air-palm as quickly as he can thrust his palm.
