That's not the same sis.
We have no reason to believe Neji can block an external chakra source.

He was able to block kido's access to the CM , kido kindly noted the loss of his ability to channel chakra

CM like Yin seal is also a "external chakra source"

CM like Yin seal is not connected to the chakra network in the sense that it cant be directly targeted by jyuken , yet kido could not "channel" chakra from the CM (external chakra source ) , same external chakra source which should hav been unaffected by jyuken due to it bein external , yet kido could not channel chakra from it and the mode was instantly deactivated.

Anyway im not very interested in this debate but imo neji mid diffs tsunade in pure martial arts.
