thats unforseeable. sure it has been said that nejis rotation is impenetrable, but awhile back the same was said about susonoo and now it has had its ribs cracked, has been partially melted, and shattered all together in one instance. Even if tsunade cant penetrate the rotation, her massive power could probably knock the rotational ball and neji with it 3 miles away.

Read my description above and you'll see what he means about tsunade not being able to penetrate it. LOL at the bolder part.xd That would be hilarious if that happened.

I say Neji wins. His Taijutsu skills are above Tsunade's. If Kabuto was able to keep up with her in their fight, I think that Neji could as well. Tsunade has extreme power, well above the 4th Raikage's, but she lacks the agility that Neji does. Even if he's not as powerful as she is, he can best her with his agility.

The thing Tsunade has to fear the most is Neji's Gentle Fist. If he manages to close her Chakra Points... I'm no sure if she can recover from that.

And Neji could also face death if Tsunade manages to punch him as hard as she did to Madara's Susano'o. This fight is very tricky, but Neji has the upper hand. His Byakugan and agility are the advantage.

One of the reasons why even a superpowered punch wouldn’t completely destroy rotation is because the rotation would be complete, unlike when he went up against KN0 Naruto’s punch. Without the full spinning effect of a full rotation, the centrifugal force that is key to the strength of the defense is greatly weakened, and the result is the much weaker repulsive force of an incomplete rotation. The power of the KN0 punch was therefore able to match the emission of chakra that Neji himself was emitting, leading to the repulsion of both parties. The reason as to how the rotation was incomplete is because we can see Neji begining to rotate, but never completing a full rotation. Whenever he rotates, his body becomes blur.

While Tsunade’s punch is very powerful, rotation constantly stops and repels all physical and chakra attack, and even the opponent dealing the punch, with a continuous, rotating dome of chakra. Its not a stationary/wall type of defense like sand or even susano’o which doesn’t move at all. The centrifugal forces of the rotation would force the blow aside so that the effects of the punch wouldn’t be as great, and possibly repelling tsunade alltogether.

Just because your hokage dosen't mean your invincible Naruto, Sasuke, Itach, Jiraya, Orochimaru, Kakashi and etc can all beat Tsunade but there not hokages. Tsunade's way more experienced than Neji and far superior. Just because Kabuto kept up with Tsunade doesn't mean she's slow. Remember, Kabuto was in root as a spy. You think at the point where he fought against Tsunade he was slow ?!? not exactly. Plus, she has been in a great war before. What makes you think she hasn't been up against a agile shinobi before ?!? I think she'll win low to mid diff. Not hating on Neji, he's a good character. Why wait it out? He'll know with his byakugan that she is just waiting to hit him and take measures to avoid the hit once he stops spinning.

Tsunade's way more experienced than Neji and far superior. Plus, she has been in a great war before. What makes you think she hasn't been up against a agile shinobi before ?!?

While she is experienced, I wouldn't say that she is far superior. In Medical ninjutsu and physical strength, she is the best, but in most everything else, Neji could definitely give her a run for her money. Though she probably has been up against many agile opponents before, this would be a first where she couldn't heal any attacks that she receives as they are done so on her chakra network.

Adding in katsuya and yea she'll definitely win, but without the summon, then Neji definitely has better chances at winning.
