Suigetsu has no real jutsu that can kill neji. neji has counters for everything suigetsu has. if they are clos to water suigetsu wins. if not, neji wins due to suigetsu dehydrating

^^this should happen, but because Suigetsu can leave some of his *waterbody* behind .. Neji could just be fighting air *water* , but Neji disabled Kisame's water so he could also disable Suigetsu's although HE IS water.
but it did take TIME for Neji to do it ... so Suigetsu & Neji would be a good fight..
Suigetsu probably wins if he uses a sword & water.

Not sure if Suigetsu hydrocates his body after his chakra could are blocked, if the blocked parts will turn to water or if when he refers they are fixed. Could go either way
