No even without it, he beat 1000 fodders. He outclassed Yamato (who I believe can beat Neji). 3 tomoe Sasuke has what it takes to beat Neji high difficulty.

If Neji loses to anything, it will be Sasuke's amaterasu spam and enton release. Neji wont be able to rotate out of sasuke's attack for ever, which means that he will eventually run out of stamina after staying on the defense so long. Nothing in his early part 2 arsenal is enough to beat him.

@Fastrthnwind How is Neji countering Nagashi and Kusanagi? Rotation would prove to be effective, but can he keep this up forever? 3T provides ample window to dodge all attacks as Sasuke a the end of part one could even react to Naruto under the influence of Kurama. Neji is not touching that level of speed.
