Well maybe.

But we cannot be 100% on that. First we dont know how much power sasuke has gained since he got EMS. All ninja are not created equally and sasuke can have gotten much better or only a little better. If sasuke is able to outlast neji (when it comes to ninjutsu) then he will win but the way sasuke fights lately he will use all his chakra in a matter of minutes. Im sorry to tell the fanboys but sasunoos arrows does use chakra so he cannot just spam ameretsu arrows. IF sasuke continues to fight like that then Neji stands a CHANCE. But if sasuke has wised up and realized that he can win matchs without expending all his chakra in 5 or 6 moves then yes he will as one of the posters commentd "Mop the flaw (i think he ment floor)" with neji

But we really cannot say we will know after the next 2-3 manga.

Sasuke practically wouldn't need to move. I'm not trying to be a Sasuke fanboy here either. Neji is a good ninja, but sasuke clearly has the more overpowered jutsus in this situation.
