Depend on the car speed. If you can react to 100 km/h speeding car in close proximity, you can kick any ass using your speed and fist.

Neji's reactions are only superior if it is coming from a blindspot. If both can see each other clearly, Sakura probably reacts faster. Him having Byakugan wouldn't change a thing in that situation.

Neji needs to react fast enough to align the tiny chakra points at the edge of his fingers with the various equally tiny chakra points on an opponents body 64 times, all while maneuvering around in a manner and speed so as to prevent his opponent from escaping his combo attack. Pretty sure that qualifies as better reaction time than getting kicked by Omoi. This also includes punching speed for that matter, as this would mean, if the two attempted to hit each other at the same time, Neji's attack would land first, disabling her chakra long enough for him to kill her. 32 jabs in a split second isn't something that can be overcome with mindless strength.

Yes if u can react to a car moving at more than 100km/hr and have super strength along with speed similar to ur opponent

Maybe because there wasn't enough space to dodge since he was covered by spider webs , but I agree Precognition doesn't entail proper reaction if you lack the speed, just like how Sasuke couldn't react to Lee's speed
