I think Neji.
Why? Its not that sakura is a bad ninja or weak (considering her massive strength...) its that Neji is faster then she is, and has the ability to disable her strongest technique, he hits them chakra points about 2 minutes in after he sees how much chakra she is gathering in her forehead, and how much chakra she can concentrate in her fists. Neji has a better defensive Tech as well, along with the byakugan he is able to tell how she is directing her punches.

Byakugan + 64 Palms > Sakura + Byakugō no Jutsu

Here we go again with people overrating Sakura's speed when she has not shown any speed feats at all and even got kick blitzed by Omoi.
Sakura can't even touch Neji, especially with 359 degree added vision. If Sakura does get close, which would be impossible considering that Kidomaru was even keeping his own distance from him, then Neji will just use Rotation and blow her away like he did with Naruto in the Chuunin exams.

And Katsuyu? lol. I swear to god if I see this irrelevant piece of shit used in an argument one more time....
