Last time I checked Lee was still a chuunin and Neji was a Jounin it's a reason for that... The gates are some shit Lee opened up 5 and still lost to Gaara and Gai bum ass with the gates still couldn't kill Kisame who didn't have Samehada by the way...if Kisame would have had Samehada he would have bussed Gai's ass...Neji not even close oh ps 8 gates assault lets see what Lee does against that

naruto is a genin and is better than neji and lee. Gai, used a taijutsu attack to wreck kisame, even with samehada, he would've lost.

A rank is not what always determines a ninja's strength. It just mean they are more proficient in other aspects. They can be more analytical and smart about tough situations and are excellent plan makers (at least most of them)
