Lee cant use ninjutsu or genjutsu, he got owned by gaara n yes lee is known for his Strong Fist style of combat but thats it Neji Gentle Fist alone can affect internal organs damage on lee. Lee has drunken fist but he can only use that when hes drunk he not drunk anymore. Neji can also use the Eight Trigrams Sixty-Four Palms, an extremely strong offensive move lee not dodgin that. I know lee can open the Eight Inner Gates but those are chakra gates so Neji with his Byakugan can plugged up Lee chakra points,makin his 8 inner gates useless. So who would win?

I think this all comes down to reflexes. I don't know who has the best.

Lee is one of the fastest characters in the show, if neji can't lend a decent blow on lee then staying on the defensive palms rotation isn't going to be enough to beat lee, especially if lee isn't wearing his leg weights and he opens the gates.

he tanked it then when he was captued he bit his own tongue summoned his sharks and made them eat him alive
but aoba did ask gai to keep kisame alive so they could get ennemy intel out of him, that might have been the only reason why he lived

Neji was the only one who became a jonin during the time skip = Neji is i guess stronger than the rest of them. So an improve in Let's skill should be higher improve in neji's. Neji will take out lee even in drunk state. Neji dodged Kidomaru's arrow even as a genin. Uually i think that pain alleviates the drunken state of lee. So if Neji can hit him Chakra moves like Kiaten can be used. And some stuff
