How does Neji win?

Konan can just fly out of reach, She can avoid rotation easily and any taijutsu Neji tries to use on konan is useless because she can just turn into paper.

She can just make paper clones and make them attack Neji, If Neji uses rotation Konan can just wait until rotation is over and cover him in paper and explode or choke him.

she has no answer for air palms at mid range, which should stun her core intangibility jutsu anyway, & her offense is too rigid to force neji into using rotation or even body blow in close.
So neji would be able to go on the offensive, tracking down her real body, sooner rather than later, w/ his insight.

And I know she is stronger overall, but this match up is against her.
