Haku gets tagged and sealed up before he can get his KG up. Without intel Haku is going to dance a bit in CQC like he did with Sasuke.
Unfortunately Neji kept pace with and reacted to Naruto influenced by Kyuubi chakra, which is more or less the same Naruto that was capable of pressuring and eventually tagging Haku even with mirrors activated. Neji is massively faster and much better at taijutsu. The moment base Haku gets too close to Neji, he gets palmed... and once he's sealed it's a easy W.
If somehow he manages to get mirrors up it won't matter. Neji's field of vision and equal if not greater speed means that Haku eventually gets snagged out of the mirrors and messed up. And this is the same Neji who survived Kidomaru's arrows (capable of putting holes in him) so a few senbon aren't going to do anything anyways.
Haku loses due to not having enough firepower and being all around slower.
Alternatively Haku passes through Neji at lightspeed and Neji implodes.
Haku's full potential was never seen as he wasn't trying against the Genin, however from what we have seen Neji's rotation is handy here as well as his feats from the Kido fight.
Neji will able to block all of haku's needles with the Eight Trigrams Palms Revolving Heaven.Neji has the Byakugan so Haku will not be able to land any surprise attacks on neji.
