Scenario 1: Timid Haku vs Neji(that fought Hinata)
Scenario 2: Semi-Timid Haku vs Neji(that fought Naruto)
Scenario 3: Bloodlusted Haku vs Neji(that fought Kidomaru)

Neji wins first two scenarios high difficulty but Haku wins the last, also high difficulty.

Neji wins all of them. As far as speed goes, Lee have lost every battle against Neji in striking (not foot) speed, and Lee blitzed Sasuke with his weights, a weaker Sasuke with less experience was able to see through Haku's patterns and reacted after a while.

Scenario 1: Timid Haku vs Neji(that fought Hinata)--Haku starts of with CQC which would be his downfall due to obvious inferiority at this forte.
Scenario 2: Semi-Timid Haku vs Neji(that fought Naruto)--Kaiten blocks eveything in Haku's arsenal.
Scenario 3: Bloodlusted Haku vs Neji(that fought Kidomaru)--Same as above, but a more advanced version of Neji.

Didn't u go against the same reason when used it to support Kakashi?

Because Neji had 360 degrees of vision and better reaction timing by feats/his training with fast ninja who are skilled in taijutsu like Lee. Kakashi is one of my faves btw idk what you are at. Also i think kid Kakashi loses to kid Neji anyway.

I know that Sasuke sort of kept up with Haku; but that was because he was not going for kill at the beginning thus render Sasuke be able to get used to Haku's patterns. İn Kakashi vs Haku thread Haku's intent was directly killing so he would not play around hitting non-critical spots.

Well Neji being superiour to Kid Kakashi is a different story but both of them are clearly far stronger than the Sasuke that fought Haku which is why the same argument can be used for both Kakashi and Neji as Kid Kakash is on par with p1 top genins if not stronger than them.

Haku is anbu and those neji's are genin...

Haku wins with experience and manipulation of water is also OP
