Stipulations are that Deidra can't use fly or use mini bombsDeidara would win because of his big arsenal of different bombs he could use. He can also fly and then Neji can't do anything about him

Its like saying Hinata vs Sasuke but Sasuke is blind, has no legs and is braindead.

Summons aside, how does Sasuke get past Twin Lion Fists?Nice fan fic my guy. Get back to the real world ok.
Hell, even summons can't beat that (chakra gets drained on contact, summons go puff)

I feel like you're really handicapping this in favor of Neji which is weird because I'd give him a good chance without all these buffs and restrictions.
He should be able to see the chakra in the nano bombs they way Sasuke was able to see them with Sharingan so that shouldn't be an issue.
Even if he had flight Neji has air blasts that could combat with that.
You should at least give Deidara unlimited clay since that almost cost him his fight against Gaara.

it’s just a very bad match up for Neji, all the Taijutsu in the world still won’t match those bombs. Deidara is seriously underrated in general and is definitely one of the most original characters to me.

Yes me like Deidara very much. This is true.
My guy legit is immune to eye-based genjutsus, he can fly and he has a vast array of different bombs he can use. From small bombs that explode your cells to bombs that can blow up a village with EASE.

How do any of his bombs get passed rotation and Byakugan which detects chakra, Neji could still see the chakra in the nano bombs so no bomb could really sneak him.

He only has to rotate while the bombs approach him and it's not his only defense against the bombs but his best defense against the nano bombs. Other bombs he can dodge or blast with air palm before the reach him.
Also Deidara's bombs rely on his chakra so what happens if Neji gets a hit? Will he be able to make as many or as strong of bombs? Also I think Neji's smarter.
