In Actuality, it isn't really that hard to break. It is made purely of chakra, so yes, Gaara's sand being a real substance, is better than Neji's Kaiten

It is said to be impenetrable, and thus far it has not been defeated. However, it has two weaknesses. First, it requires a significant amount of chakra, which means that it cannot be used as much as Gaara's sand or Susanoo. Second, it requires the user to rotate. This means that if the user cannot move or can be slowed, the defense cannot be used. I think that this was demonstrated when Neji fought against the Sound Five while in pursuit of Sasuke.

Pretty sure that head on attacks of any strength level, assuming they aren't significantly larger in scale than the kaiten ball itself would be deflected. However, attacks that are extremely fast might fare better, like Sasuke's arrow or Raikage super speed punch, because they'd get deflected less.
