Neji is a Jounin. But yes you are underrating him. What chance does Neji stand against that guy?? Scenario - Kakashi lets his dogs on him. Does a Raikiri. All over.

While Kakashi is an incredible ninja, I believe that Neji is capable of holding his own against him.

However, I still believe that it would go to kakashi with mid-high difficulty since gentle fist is still very hard to counter in itself as there is no true defense against it except avoiding connection with hits.
