As an expert of all things Hyuuga, Neji would lose this one. Neji could definitely keep up and win if this was mostly a taijutsu bout, but his rasengan variants are one of the few jutsus in the NV that could theoretically penetrate his rotation jutsu due to the density and rotation of chakra that comprises the rasengan. Because of that, it would make it next to impossible to avoid a large rasengan or a rasenshuriken.

Mind you Kaiten would have gotten a bit stronger and he now has a stronger Kaiten (Oodama Kaiten if you will xD) but I would find any number of Jutsu's that can get through Kaiten. Naruto's Base Rasengan is more than enough even without Senjutsu enhancement.

At the chuunin exams, when Naruto had charged neji, he wasnt able to complete a full rotation. Without the full spinning effect of a full rotation, the centrifugal force that is key to the strength of the defense is greatly weakened, and the result is the much weaker repulsive force of an incomplete rotation. The power/chakra of the KN0 punch was therefore able to match the emission of chakra that Neji himself was emitting, leading to the repulsion of both parties. The reason as to why the rotation was incomplete is because we can see Neji begining to rotate, but never completing a full rotation. Whenever he rotates, his body becomes blur.

Only powerful drilling type jutsus or massive jutsus are capable of breaking through it. Base rasengan isnt large enough to get him through the radius of the dome to Neji himself, but his larger varients can.
