In terms of scaling, the toad only managed a block against a Kisame who could at best equal V1 Killer B while Neji managed reactions superior to KCM Naruto who is also comparable to V1 Killer B on top of being a sensor, so they are equal or Neji is superior.

Even if Neji lost in both categories, the tactical prowess of the Byakugan would allow him a chance at victory as long as he is not blitzed from the outset.
