Neji can win this due to restriction of butterfly mode.

Chuoji is too slow; and Shikamaru's shadows are either dodged or gotten rid of via full body blow. Not to mention byakugan's 360 degrees of vision would make him see the forming shadows thus make it easier to dodge. He is not a 1 vs 1 type; so he would be not much of trouble; airpalms can dizz him away. Chouji would take 64 palms; he is few leagues below Neji in speed and he can't execute a fight after his chakra points are blocked and Neji lands him a killing strike. Neji can evade Chouji's punches or block with kaiten.
