Neji Hyuga (Part 2) vs. Lee (Part 2(Without using eight gates release) )

Who do you think would win this battle! Personally i think it would be a draw because the way neji fights is similar to taijutsu ( I know that it's gentle fist but lee doesn't use chakra (or Jutsu) so it wouldn't have an effect on lee) which is something lee only uses ( besides eight gates release)
