No, For example Kage summit place...Or indoor Chunin exam preliminary match place , Gaara can't make sand from everywhere.. Any battleground with snow...

No becasue there wouldnt be as much sand, And Iron sand would immobilize Gaara's sand, Gaara alone cant handle sasori. Gaara also can handle sasori alone. In a desert however, Thered be too much sand for sasori, But diedara could easily stay out of sight and bombard from a distance. of course gaara's sand will block it all. stalemate.
