His byakugan is sealed; so he can not give him byakugan. But maybeeee he can make an appearance like a fragment of chakra in Lee's mind; like Minato and Kushina did to Naruto; afterall he was directly sending chakra to opponent's body.
If anything; Hinata should give her eyes to Gai and Lee; atleast they are useful and have actual combat skills.

Of course they are stronger; i've seen extreme fanboys who said "Hinata can defeat Lee because gentlefist and byakugan motha****a"... Fanboyism is a bliss.

Lee sure deserves an imba power up but when Neji died his Byakugan got sealed, at least it's supposed to be sealed.

Neji always used to beat Lee in the past with the Byakugan...but after the battle which Lee had in the Chuunin Exam (Gaara was his opponent), Neji got frightened of Lee as his speed was very fast and his power of The Gates. If Lee ever had the Byakugan, he would almost be immortal!
