That's right although Hanabi is probably still stronger. Also maybe for Kishi to have the destiny tool in place. Neji said the only way to escape his curse seal and be free as a bird was to die. So he died. Naruto says he and Sasuke will die together so Neji not escaping his own death adds to the destiny has already been decided tool for some readers in the story to think about.
