I dont think he can do it around his body, because neji has to release chakra from his chakra points in order to do that.

That doesn't sound like the type of technique Naruto would use although Neji could do it

Neji does it because Hyuugas can release chakra from every part of their body. Even in theory I don't see how Naruto could achieve that same effect without being able to do that.

Agreed. Naruto probably can't do it but it's not really about control. It's just the fact that he can't release chakra from his entire body like the Hyuugas can.
