Ninjutsu is restricted so Sasuke won't be able to channel lighting chakra into his sword so he won't be able to cut through Kimi's bones which is are as hard as steel. steel >>> Iron.
3T can not keep track of unorthodox moves so it is useless in front of Dance of the willow, Dance of camellia and the 64 palms
Frog Kata can be tanked with Kimimaro's bones and a slight touch from Jyuken or blocking a chakra point would disrupt the balance of the natural energy turning Naruto into a frog.

according to 3rd DB Neji was on par w/ Hebi Sasuke in terms of speed and I don't know if war arc has shown a superior feats but regardless. running speed has a jack shit to do with hand to hand combat . Hand speed is FAR more essential in that term. and here where Neji excels. if Sasuke tried Kenjutsu then that would not prevent hand to hand at all, a skilled martial artist can still beat someone armed w/ melee weapons empty-handed. as long you are skilled enough to parry the right way and counter attack you would be fine. and don't forget that Neji uses the gentle fist meaning that the slightest touch from him on any spot is fatal. Neji can not block an attack with a sword so he would need to evade it or counter it by gabbing his arm but Sasuke would need to evade a TOUCH in close combat from someone who can strike insanely fast. which means that Sasuke would need to put more effort in evasion than Neji
and Bukijutsu is irrelevant as Neji would easily dodge anything Sasuke's throws

Two people with one score obviously aren't equal. They are on the same tier. Base Sasuke and Base Neji have a 4.5. DB credits Gai's capability to go against an armed foe while unarmed, the most skilled Taijutsu user in the entire village by far, to his "quick as a flash reflexes". Not striking speed. Quit acting like Neji is going to go against one of the most skilled Kenjutsu users in the Manga with his bare hands and dominate him when Gai can't go against a 30% Kisame clone , using nothing but Samehada and Taijutsu, unarmed and win. Kimimaro doesn't have any type of regen. Repeated direct hits from Sage Naruto, strong enough to flip Kurama and strong enough to toss a Rhino out of the battlefield, on top of Frog Kata eventually takes him out.
