What are you talking about?

Itachi is a dead reanimation. He doesn't need to conserve chakra cause he has virtually unlimited amounts of it. Anyone who could do that would spam their most powerful jutsu.

Plus Kakashi and Neji need to seal the body for him to truly be defeated, which they don't.
