The only way for Hinata to reach Neji's level is for Neji to stop progessing as a shinobi.And even if Neji did stop progessing, the odds are Hinata still wouldn't reach his level.The biggest reason I say this is Hinata is already a chunin and still can't used Rotation.Neji learned rotation with the information on the jutsu being kept from him at 12 years old.Hinata who knew about the jutsu for probably longer than Neji has yet to learn it.
