Neg Repped

What happens when two people are constantly neg repping you whenever they get a chance regardless of what topic you post on. The first few times I thought nothing of it but its the same persons repeatedly. They leave no reason either. I think they are buthurt about something. How often can they neg rep you? Can I report them?

Rep doesn't mean anything, and I doubt it's reportable considering all reps are excusable/justifiable.
