Photoshop Cs6 costs like 800$ or you can pirate it which I don't advise
Gimp is basically Photoshop but missing some features and it is free, I would greatly advise using this program for starting out.

If you're a student, you can get Adobe Photoshop and a lot of their other programs for around 60 euros a year (not sure how many dollars/pounds that is).

Apart from that, I'd say gimp yea. I'm not too sure how many others there really are.
