Need help with Pokemon

Well, I need help in Pokemon. xD
not beating the game or anything like that......

I am developing a rom hack.... for those that don't know, I take a regular pokemon game and mod it to my liking. For example, I am using a base Fire Red game....

Here is some stuff I have done....

Now, What I need help with is this:

In the Pokemon game, there are a specified number of pokemon. This itself isn't a problem. However, Pokemon learn moves and the total number of moves can be added up. And the total number of moves all the pokemon can learn is limited to 4083.

So, since I want to add new pokemon, I decided to redo the pokedex.

*Note: I can include Pokemon from the 4th and 5th generation. It just means that I will need to exclude certain pokemon, like Raticate.... X3

Which Pokemon should I include in the Pokedex, if I only want 250 total Pokemon?

Yeah, and like Feraligatar, Typhlosion, etc... All the cool ones. lol I only played the games up until Emerald because I didn't want to have to buy a DS. Walrein and Sceptile were always my favorites from Emerald, though.

Eh, Chikorita's fine, but Bayleaf and Meganium were stupid, in my opinion.

If you could chose some pokemon to take out, which ones would you take out?

I say like Farfetch'd, Lickytung..... etc

For one of the areas you could make starter Pokémon accessible in the wild.
How cool would it be to catch a Charmander or Cyndaquil in the wild?

And you could also change the starters in Oak's lab.
Eevee is a must for one of the slots.
Another branch evolution I can think of is Tyrogue (Hitmonlee, Hitmonchan, Hitmontop) although that Pokemon isn't as popular so you could scrap it. Maybe just stick with the original three starters lol. Although I think Eeevee would be perfect for starting.

That's interesting. The only way I would put all the starters in would be to have them accessible in the wild.

Scrapping the 3 starters is easy enough. Just what ones would you put there? or let your rival choose??

I had initially considered Elekid, Magby, and Smoochum.... but I don't know if I will keep Smoochum....

Rhyhorn would be an option... I would have to nerf its stats however... And increase its exp rate... Lol

but remember arceus is a special event thing, but with game shark or codebreaker it does not really matter

Pichu holding a thunderstone is also a viable starter.

I like the idea that you need to level up by friendship.

Pichu (Friendship) > Pikachu (option to evolve or not) > Raichu

Also Eeevee is friendship or stone if you wish to wait.

Other similar options are Igglybuff (Moon stone), Cleffa (Moon stone), Budew and Togepi but I'm not sure if you can get there evolution stones in the game.

Munchlax and Riolu are also fun options as well.

I completet blue and had 130 different pokemon in the pokedex if I captured a snorlax and chos betwwen mewtwo zapdose moltres and artikuno eliminating 3 I would have had 131 since I cought mewtwo the rest are based on the starters pokemon not on the game and trading evolution and the option you have to choose between eevee's evolution would make it all the pokemon on pokemon blue making me 1 short of all of them list of pokemon games completet:
Blue
Red
Yellow
Gold
Silver
Crystal

Well, I could make it a legendary at the end.... and good luck putting my rom hack into a gba cartridge... Lol
