Need help with my avi and sig?

I need help with my sig and avi pic, If someone can make my avi pic sparkle/ kind of in a way and also my sig too.

Also if you can, make Tobi [in my sig] eye's Glow a bit too?

If anyone can do these it would be greatly appreciated. [Plus rep for the person as well.]
