I followed this tutorial

I was able to do dotted borders fine.

But this is the result of dashed border:

That white space on the right doesn't get a dashed border. Anybody knows a fix?

Whenever you're ready to do the dashed border, this is what I do.

Rectangular Marquee Tool > Select the whole avatar > Right click > Stroke

This setting

Rectangle Tool > Stroke options(red) > Dimensions (green) > Color (cyan)

Left click in the avatar and this shall pop-out

Use the mouse tool and then you draw the dashed border so it matches with the avatar

Never mind it does appear. I just clicked a different one lol.

One last question. Do I make my own black Rectangular pattern?

You misunderstood me. I'm asking about the black rectangular black shape inside stroke. How I do create this pattern?

When I try move it with the mouse tool there is two boxes?

It's all the settings. Fill should be set to "no fill" (white with red line through it). Then the stroke you pick one of the dashed ones and make sure the size is 1px. Oh, and before this, go to image -> image size and make sure the resolution is 72, if not change it but you'll have to change the dimensions back to what they were. In the case of standard avatar that would be 150 width and 200 height.

Considering it's been there on every version so far, I wouldn't expect it to not be there. :|

But, w/e, here is how to create it from scratch.

Do the rectangle thing with a normal stroke. Click the down arrow on the stroke thing. Make the settings as follow and save:

That will give dots, simply increase to 2 or 3 or 4 or whatever for dashes, depending on how long you want them.

Draw a rectangle by holding left click and dragging it across the avatar? :|

That there is just a preview of what the stroke looks like. A solid one will give you a solid rectangle when you make it, and a dashed one will give you a dashed rectangle; it doesn't automatically make a rectangle. What's wrong with the thing in the OP is the right side of the rectangle went off the canvus. Use ctrl + t and then you would move that side back onto the canvas.
