[Illustrator] Need help resizing signature and what could I fix in the background? Any mistakes?

I need to resize this cause I feel it's too big. Also anything I can do to make this better. I would re-size it myself but my computer is broken. I need to replace a few parts. So hopefully I'll get that done by next week. If you have any suggestions please feel free. And if I should change my signature I'll gladly accept any Obito/Tobi drawing ideas.

No no I won't be able to fit it. Just enough so i can obey the rules if it's too big. Any suggestions on what I can do. If I shaded it to much...idk
