Need help on how to post attachment

Pls can somebody help me, am currently not allowed to post attachment. How will i go about that pls...

Specific forums/ sections have different "Posting Permissions". To view these posting permissions, look at the bottom of the thread or forum, it's displayed in a box.

For example, this cropped screenshot below.

The image above was taken from this section. It shows that attachments cannot be posted.
The image below was taken from the Announcements Section, as you can see, attachments are allowed there.
