Necessary for Jutsu activation to say the name?

Sometimes you see people like Kakashi all like "Raikiri!!!!" when doing Raikiri, but at points in the storyline they dont need to say the Jutsu name, they just do it. Is it a skill thing or is it because so people know what the Jutsu in question is?

No, it's just an audio cue to the viewer/audience in order to notify them which technique the character is going to use.

If the characters didn't shout the name of their techniques, we'd never know what they are called. xd

If they wanna say it and sound badass, they say it. If they don't; they don't.

It's generally done like that so the audience know what technique he's using...

It is all for the viewers. A Sharingan would not be neccesary to predict jutsus otherwise.

It's really for the viewer purpose..Though some anime/manga realize how weird it is and end up implementing it in some way to the story..

Bleach states that the attack becomes more powerful once you say the name etc
