I think ultimate gohan is stronger, becasue elder Kai said that he would achieve max power and he wouldn't need to transform, but the better fighter is clearly goku.

Mystic Gohan is the strongest unfused character in DBZ

So, Gohan > Goku
But, Vegito > Gohan

Well, Future Trunks was stronger than Cell at first but cell was able to defeat him because he was too slow. Speed is a part of fighting.

Mystic Gohan was stronger than SSJ3 Goku during the Buu Arch. Reason being was because Goku just achieved SSJ3 and was not able to utilize the full power of it yet, while Gohan on the other hand only had to fight like normal and his hidden power would surface upon demand. Goku had to forcefully draw out the SSJ3 transformation where as later, it would be more natural.

Later, as Goku trains and gains more experience within his SSJ3 state and later unlocks SSJ4 (stupid transformation), he becomes strong enough that even in his SSJ3 mode, he can still defeat Mystic Gohan.

So at one point, yes, Mystic Gohan was stronger than SSJ3 Goku, but only for a short time. However, Mystic Gohan still exceeds the power of SSJ3 Gotenks.

The question was solely SSJ3 Goku vs Mystic Gohan. That does not include any other transformations or fusions.

Okay so by looking at the date of your comment i see that this was post BOG. So Post BOG, Goku no doubt because he has the God essence and his base form is stronger than Ultimate Gohan (keep in mind im talking after he goes SSG and runs out of it), but if we use the buu saga then Gohan is stronger at that time. Goku is still the better fighter either way though.

Better Fighter - Goku is more experienced and overall better fighter :/

Once you look at the Super Buu Arc yes Mystic Gohan is stronger.
However by the end of the series, that may not be the case.

Buu Saga SSJ3 Goku is weaker than Mystic Gohan. Reason being was Goku just finally gained access to SSJ3 form and did not have complete control over it.

After Buu Sage, SSJ3 Goku is stronger than Mystic Gohan.
